Promote Capacity Building of Taiwan’s GHG Reduction Management Market and International Cooperation

This project followed the latest development of international carbon markets, and market mechanism progress under the Paris Agreement; analyzed the possible options of establishing Taiwan’s carbon market; maintained contacts and dialogues with international organizations and the private sector, in order to promote market capacity building. The project also studied the definition and implementation of carbon pricing, researches from international organization, and integrated those experiences and obstacles as references for Taiwan EPA. It also analyzed the effect of carbon pricing on emissions reduction, submitted the latest news of carbon market and price every month, followed market mechanisms under the Paris Agreement, and provided feasible strategies to the EPA under the GHG Reduction and Management Act. By visiting the United States and attending COP 21, the project also studied the latest development in US climate change policy and the conclusions of the Paris Agreement. It collected opinions from the private sector through visiting, questionnaires and expert meetings, and completed the analysis of the impacts of the global carbon market and industry views on domestic carbon market, as well as recommendations for EPA for policy making.
